STORYLINE Exploring the housing crisis through the lens of Ivrea, a city once emblematic of Adriano Olivetti's corporate welfare philosophy, this documentary delves into the challenges of inaccessible real estate markets, vacant properties, and the urgent need for effective social policies to address an ever-growing issue. SYNOPSIS The housing emergency is a phenomenon that cities have been experiencing for many years. Since the COVID-19 pandemic, expensive rents and high-priced, out-of-market homes for sale have prevented many people from accessing the real estate market. The number of these people is increasing and, often, entire families face this situation. Is social policy addressing the problem effectively? The documentary starts with a case study on the city of Ivrea, rooted in the corporate welfare philosophy of Adriano Olivetti, which considered access to housing as the minimum and indispensable condition for any corporate policy aimed at the development of the community. However, in recent years, Ivrea has seen its real estate market decline, losing its attractiveness and often remaining empty or vacant. Public housing units have decreased from 1,000 to 200 in less than 20 years, due to a sell-off process by public authorities unable to maintain properties. As a result, real estate has depreciated, and property owners are increasingly reluctant to sign long-term contracts, further driving up monthly rental prices. What can we do to change this situation? We will start by interviewing various stakeholders to analyze the real estate market and understand what is happening. We will then involve the various offices in the city that address the housing crisis to understand people's needs. Finally, we will conclude with a reflection on how to develop social and housing policies that can provide an effective response to a crisis which, unfortunately, will not resolve itself.
